First of all: we have environment problems (if you didn't stumble uppon this fact go and watch Al Gore's movie). Second: Universities, especially in Austria, need money - the don't get so much from the state. Third: As I studied in Klagenfurt some time ago, I know that there are public transportation lines available that can be used by the students to get to the university (actually a trainstation is situated just 500m from the entrance of the university).
Summung all 3 points up i end at: The collection of parking fees is good, because fewer students will go there by care, which is good for the environment (actually it is also good for the students because the gas-prices are exploding), it is also good for the university because it gets (a little amount) of extra money and finally it is good for the public transportation company (Stadtwerke) which could lead to the improvement of the existing University-City lines.
